Gender Responsive Budget Analysis of Urban Development Sector

Using different theoretical frameworks, the study identifies gender specific needs for selected sub-sectors including water, sanitation, housing and public transportation in the urban context. Further, indicators and parameters for assessing performance of each sub-sector through gender lens were identified and assessed through primary and secondary data in two cities in India - Bhopal and Pune. The study also used the Benefit Incidence Analysis (BIA) tool, which provides a comparative assessment of the extent to which the Bhopal and Pune's city budgets are gender-responsive.
