Aasha Kapur Mehta is the head of the Centre for Gender Studies at the Institute for Human Development and a founder member of the Feminist Policy Collective, New Delhi. Gender budgeting is a process of bringing forward a gender perspective at all stages of policymaking. Based on the recommendations of the Gender Budget Charter 2007, the finance ministry takes corrective measures to address gender disparities in terms of allocations for government programmes and schemes annually. This is the second in a two-part article series that deals with what constitutes gender budgeting in India, the gender sensitivity of budgets presented by the centre and the states.
