Financing for Gender Equality - An Agenda for Change
2019
Background Paper
National Policy Planning and Budgeting
The paper aims is to visibilise the inadequacies of budgetary allocations and advocate for macroeconomic financing architecture that goes beyond the current gender budget approach so as to locate the analysis as well as the resulting advocacy within a feminist perception of financing for equality. The emphasis is to extend the argument beyond mere calculations and reporting of budgetary allocations for women’s programmes, but to also prepare a roadmap to develop a mechanism for a holistic gender responsive budgeting process that not only looks at implications of expenditure but also implications of existing tax and revenue generation policies on women.
